We provide heating and cooling across the North Valley, about 20 minutes from our Paradise Blvd base. The first thing Red Wrench Company checks here is not the furnace. It is the address, because the North Valley splits between the City of Albuquerque, unincorporated Bernalillo County and the Village of Los Ranchos, and each has its own permit office and its own rules.
City, County or Village: Three Jurisdictions Along Fourth Street
Fourth Street, part of Route 66 until 1937 and the main north-south road until I-25 opened in 1958, links all three. Neighbors can sit under different rules. The Census Bureau draws its North Valley CDP at about 7 square miles, with 11,149 people in 2020, but people use the name for a much wider stretch.
| If your address is in | Mechanical permit starts with | Albuquerque's cooling rule |
|---|---|---|
| City of Albuquerque | City Building Safety Division | Applies, so confirm current status with the City |
| Unincorporated Bernalillo County | County Planning and Development Services, 415 Silver Ave SW | City rule, does not reach here |
| Village of Los Ranchos | Village Hall on Rio Grande Blvd | City rule, does not reach here |
The City's cooling rule passed in December 2024, reports differ on whether it reaches all housing or mainly rentals, and the outcome of a 2026 proposal is unconfirmed. Inside City limits, code also requires heat that holds 68°F in habitable rooms and bars unvented fuel-burning heaters. The County says all mechanical systems and gas piping must be done by licensed contractors, so a homeowner permit is not the route on county land. Your estimate should state who pulls the permit, and ours does.

Shallow Groundwater, Acequias and Crawlspace Ducts
Moisture is the local variable. The Albuquerque Historical Society notes groundwater here sits just a few feet below the surface, and many valley lands still take irrigation water through a web of acequias. For a house, that means damp ground for part of the year.
Check any duct or furnace that sits below floor level. Where a home has a crawlspace or floor ducts, damp soil can rust metal, loosen insulation and carry a musty smell into the supply air. A wet season can also heave or tilt a slab pad under a condenser.
The lots matter too. Old maps show hundreds of long, narrow parcels, each ending at an acequia, and most buildings now sit on former farmland. So a small older block, a subdivided strip and a horse property can share a mile of road. Newer subdivisions keep uniform setbacks. The older parcels do not, and equipment is often tucked wherever it fit when it went in.
Humidity from monsoon storms, plus any nearby irrigation, is one more reason a swamp cooler can lag here in late summer. That is the point when owners ask about refrigerated air.

Heating and Cooling in North Valley Homes, System by System
Match the fix to what the house has. Valley homes vary too much for one answer.
- Furnaces with weak or cold air: furnace repair starts with ignition, airflow and the flame sensor. Older units may point toward replacement.
- Damp or crushed ducts: duct repair comes before any new equipment.
- Roof and side-mounted coolers: swamp cooler repair covers pads, pumps and belts.
- Moving off evaporative cooling: a refrigerated air conversion depends on whether the ducts can carry the right volume.

From Paradise Blvd Across the River
We come from the west side, so nearly every valley job starts with a river crossing. Give us the nearest cross street, such as Griegos Road or Paseo del Norte, plus anything about gates or ditch bridges. If you know whether the parcel is in city limits, say so. If not, we confirm it.
On site, we find the fault, show you the reading and write up the price before work begins. The phone is answered at (209) 563-1270 around the clock. PNM and New Mexico Gas Company serve much of the metro, so check your bill before chasing a rebate. Confirm any amount with them directly.
The County is also updating its North Valley Area Plan, which guides land use on the unincorporated side.

Services most needed in North Valley

Furnace Repair
On older North Valley parcels, equipment was often tucked wherever it fit, so a no-heat call can begin with finding the furnace. Inside City limits, code also requires heat that holds 68°F in habitable rooms.

Duct Repair and Replacement
Groundwater sits a few feet down in the North Valley, per the Albuquerque Historical Society, so ducts below the floor can rust and lose insulation. We flag the damp source too, because a duct repair alone will not last.

Swamp Cooler Repair
Irrigation near North Valley homes can add to monsoon humidity, so a cooler here may lag in late summer. Side-mounted and roof units both need pads, pump and belt checked before the first hot stretch.

Refrigerated Air Conversion
Moving off a cooler in the North Valley depends on whether the ducts carry enough air, and damp crawlspaces can weaken them first. Inside City limits, confirm how Albuquerque's cooling rule treats your home.

Furnace Replacement
Which office takes the permit for a North Valley furnace depends on the parcel: City, unincorporated County or Los Ranchos. We sort that out first so the estimate names the right office on its permit line.

Air Duct Cleaning
A musty smell from floor ducts in a North Valley home can come from damp soil below, so inspect before paying to clean. Cleaning helps only after the moisture source and any rust are dealt with.

AC Repair
North Valley condensers can end up beside a garden wall or under heavy trees, where airflow suffers. A slab pad that tilted in a wet season can also strain the line set, so we check both.

Drain Cleaning and Sewer Lines
Groundwater runs shallow in parts of the North Valley and many properties use septic, so tell us which you have. A slow main line there can mean a full tank instead of a clog.

North Valley heating and cooling questions
How do I know if my North Valley home is inside Albuquerque city limits?
Your property tax notice is a good start, and the County's parcel information can confirm it. Do not rely on your mailing address, because "Albuquerque" appears on county and city parcels alike. Tell us the street address and we will check it before writing a permit line into your estimate.
Can high groundwater damage my ductwork?
It can, when ducts run under the floor or through a crawlspace. Moist soil keeps the space damp, which rusts galvanized metal and degrades insulation. We look for standing water, rust and sagging runs during an inspection. If damp is the cause, fixing the duct alone will not last, so we point that out.
Does a swamp cooler still make sense near the bosque?
For much of the dry season, yes. Evaporative cooling loses ground when the air is humid, so monsoon weeks are the weak spot, and homes close to irrigated land may notice it sooner. Many owners keep a cooler and add refrigerated air for those weeks. We can price both.
Are unvented heaters allowed in a North Valley rental?
Inside Albuquerque city limits, City Code section 14-3-3-2 bars unvented fuel-burning heaters and requires heating that holds 68°F in habitable rooms. County land and the Village of Los Ranchos may differ, so ask the right office. Either way, we recommend venting any fuel-burning appliance for safety.
Do you work on older valley houses with unusual heating setups?
Call and describe it, and send a photo of the model plate if you have one. We service furnaces, heat pumps, swamp coolers and ductwork, and we will tell you plainly if an old system is beyond what makes sense to repair. The estimate is free and in writing.
